The Special Plan for Environmental Sustainability Indicators of Urban Activity of Seville is configured as a means prior to the formulation of town planning to be developed under the General Urban Plan of Seville. It lays the foundation to guide and assess through the parameters of urban development by a set of indicators and conditions.

The Special Plan provides a framework in the process of urban and territorial transformation of Seville which aims to develop a more sustainable urban development in an era with a wealth of information and knowledge. It is a major instrument for building a more sustainable city model.

The Special Plan establishes a set of indicators to determine the land use planning process following the model of compact city to meet standads of high efficiency , metabolic fluxes, and social cohesion. In turn, it provides the basis for the development of a new urbanism (the urbanism of the three levels) which aims to tackle two major challenges we have as a society today: sustainability and the entry into the new era and knowledge.

The Special Plan (...) is a major instrument for building a more sustainable city model, and simultaneously, a model for a city of knowledge.
