Álava is a territory that is widely dispersed with many sparsely populated rural communities. Moreover, many of these communities do not have accessibility to basic services, such as a town hall, supermarket, doctor, pharmacy, banks etc.

At present, these rural communities only have access to one taxi service which is also linked to their intercity bus routes. On request, the taxis can take citizens to the nearest stop which may be hours way. There is also another public service available to non-university students from the rural communities that is provided by the Basque government.

The objective of the project is to develop a public transportation system that ensures access to these services.

The new transportation system will accommodate both rural and non-rural communities achieving a high degree of flexibility. It will be based on demand from the citizens in order to maximize environmental and economic efficiency. This study will analyze the possibility of optimizing the existing transportation services, incorporate new technologies for better management, and will introduce a new pricing system.
