Analysis of urban viability for the application of Superblocks model in Bilbao

The object of the paper consists in the elaboration of a feasibility analysis of the application of the urban model of Superblocks in collaboration with the Area of Circulation of the City Council of Bilbao. The aim of the analysis is to describe the planning requirements and organisational instruments necessary in order to develop a program of implementation of superblocks in the city. For this reason, the analysis is addressed on the basis of the following aspects:

 

-Characteristics and conceptual criteria of the urban planning with Superblocks.

-Planning Requirements for the implementation of Superblocks.

-Potential for its application in the neighbourhoods of the city of Bilbao.

 

The project is presented like an evolution on the comprehensive diagnosis carried out previously by the Urban Ecology Agency  in May 2012. On the parameters of Ecosystemic Urbanism it develops an approach, based on different strategic indicators, with the aim of identifying the areas of Bilbao with the highest potential to implement the model of Superblocks.

 

This process has been organized in two filters, with the purpose of identifying the capabilities of each unit of analysis. The first constraint has been focused on the urban structure (physical condition) and critical mass (dynamics of population and activity) of each district; defining the feasibility in the implementation of Superblocks.

 

The second constraint studies the neighborhoods that have properly fulfilled the first filter; and analyzes the opportunities (favourable conditions) and needs (critical condition) of each unit of study.
